Detroit is in a state of emergency on the night before Halloween. On the traditional Devil's Night, the city's gangs maraud and loot their way through the streets to have fun. They also attack musician Eric Draven (Brandon Lee) and his fiancée Shelly Webster (Sofia Shinas). Since the deaths of the two people are so gruesome, an old legend becomes reality, according to which, in such a case, a crow can bring the dead back to the world of the living as an invulnerable avenger. A year has passed since the brutal crime and Eric Draven reappears as an avenging angel to haunt the people who were involved in the murders. He carries out his elaborate revenge with grim straightforwardness, but finds that he has an equal opponent in the leader of the gang, Top Dollar (Michael Wincott).
