Law, including international law, is based on rational, interest-driven actors. But are states really rational? While behavioral economic and psychological research questions whether people can make completely rational decisions, it is still assumed that states and their governments can. Prof. van Aaken's lecture explores the extent to which conclusions can be drawn from the findings on human behavior, how states decide, whether international treaties should be designed differently and what makes it more likely that states will cooperate.
